IAH Federal Inspection Services Renovation and Expansion

The IAH Federal Inspection Services (FIS) Renovation and Expansion project at George Bush Intercontinental Airport is a major component of the Houston Airport System’s Terminal Redevelopment Program, aimed at modernizing and significantly enlarging the airport’s international processing capabilities. The scope of work generally includes the renovation, expansion, and reconfiguration of the existing FIS facility, along with new construction elements to support a consolidated international terminal concept. This involves creating a new landside processor that centralizes ticketing, baggage drop, and security screening, expanding the arrivals hall and Customs and Border Protection (CBP) processing areas, and upgrading baggage handling systems, meeter/greeter areas, and concession spaces to improve passenger flow and overall experience.

In addition to interior modernization, the project scope incorporates significant infrastructure and site improvements, such as reconfiguration of roadways and curbside access, expanded curb capacity, and coordination of utilities to support the enlarged facility footprint. The work also includes demolition of existing structures (such as parking and support facilities) to make room for the expanded FIS and adjacent International Central Processor (ICP), as well as construction of new supporting facilities like baggage handling enclosures and vertical circulation systems

The project is executed in multiple phases to maintain continuous airport operations, requiring enabling works such as temporary facilities, utility relocations, and staged demolition while portions of the existing FIS remain operational. Additional elements include interior demolition, temporary curbside configurations, interim office spaces, and coordination with airline operations, all designed to ensure uninterrupted passenger services throughout construction.

Overall, the scope of work is focused on delivering a modernized, high-capacity international arrivals and departures processing complex that replaces outdated Terminal D processing functions, incorporates new technologies and CBP requirements, and supports long-term international passenger growth, while enhancing operational efficiency and elevating the passenger experience to that of a world-class international gateway
